本文的主要贡献有四点，分别是： 1 、认为商品的协调制度归类不单纯是纯粹技术的工作，而应当建立一个协调制度商品归类的体系； 2 、归纳了协调制度商品归类的几条基本原则； 3 、本文认为协调制度属于“管理者”的商品目录，适于对具有特定功能或用途的一组商品或商品范围进行规范的管理； 4 、本文认为单纯的技术性的协调制度归类问题，在使用时具有很强的行政管理色彩。
